Digital Transformation...a Promising Vision
Automation of real estate documentation.
The Kingdom of Saudi Arabia has demonstrated its technological progress on multiple levels. It now possesses one of the strongest telecommunication infrastructures, and has achieved advancements in the field of digital government. Government services have witnessed a qualitative leap from traditional transactions to secure services that save time and effort. Furthermore, the Kingdom has placed great emphasis on qualifying national talents and fostering digital innovation. It has invested in the youth by equipping them with the latest technologies, aiming to make them leaders in digital transformation and active contributors to the Kingdom's development and technical excellence. This was accomplished through several qualitative initiatives launched by the National Transformation Program, one of the programs under Vision 2030, led by the Ministry of Communications and Information Technology.
Speaking of technology, the Electronic Real Estate Discharge Service (property registration) is one of the programs introduced by the Ministry of Justice. It plays a significant role in digitizing property ownership documentation through issuing deeds, which is the only means of proving and documenting property ownership in Saudi Arabia. Currently, the information in the deeds focuses on documenting the issuance of the deed, the property owner's information, the place of issuance, and the name of the issuing notary. Documentation has been a practiced method throughout history and civilizations, as people have always been keen to document their transactions with others, safeguarding their properties. The Ministry has also launched a service for requesting the updating of real estate deeds to electronic deeds. This allows the submission of requests electronically along with supporting documents. The service enables beneficiaries to register requests for electronic real estate discharge to transfer property ownership. It also provides a service for sellers to create and cancel requests, and for buyers to accept or reject them. The program allows individuals and commercial entities to request notarial services without the need to physically visit the offices or adhere to traditional working hours. This facilitates the process for beneficiaries and supports the documentation sector anytime and anywhere, saving time and effort according to their convenience.
Technology and digital transformation are globally reshaping the economy, starting with e-commerce, smart cities, remote work and online education, electronic health records, online retail, self-driving vehicles, mobile applications, artificial intelligence applications, the Internet of Things, and other technology-related economic activities. The promotion of the digital economy holds utmost importance for the Kingdom, especially in terms of supporting innovation and creativity, and developing businesses to achieve sustainable economic growth.
This commendable national ambition comes after the achievement of success and development in digital infrastructure, technical platforms for all government entities, and smart applications such as Absher, Tawakkalna, Sehhaty, and others. The technological industries in the Kingdom aspire to provide over 120,000 job opportunities in the tech sector by 2030 for the sons and daughters of the nation.
